Minutes:
Minutes from the June
2, 2004 posted on the website are correct.
Minutes from June 2,
2004 that were sent out by email had a paragraph
that was later updated. Cindy will be
sending out updated minutes on Tuesday July 20.
Minutes were approved with the updated paragraph about the
report given
by Betty Conner about the LSB Regional Planning Committee.
LSRB Phase II
Funding Status Report: Marshall
Goulding reported that he received a response from
Senator
Rick Santorum. Senator Santorum sent our
request on to EPA subcommittees and one agricultural program office. Marshall
has now received inquires from the two EPA subcommittees asking for
more
background information. Marshall
is going to supply the information to the subcommittees and also inform
Senator
Santorum of this activity.
Lower Susquehanna Basin
Regional Planning Committee: Betty
Conner reported that the Ad Hoc
Committee for Public Participation and Outreach met on May 26 in Centre
County.
They are working on a public information
document to be approved by the Statewide Committee.
There will be public meetings held during the
planning process. The next meeting of
the Lower Susquehanna Regional Committee is August 2 at the
Southcentral
Regional Office of DEP in Harrisburg.

Bylaws:
Marshall Goulding reported that he and Rich
Cairo are working on possible changes in the areas of officer &
director
liability. They are considering
recommending changes to the insurance coverages based on pending board
action
to accept or reject any insurance.
Insurance update: Marshall Goulding contacted Byerly Insurance
Company and has begun the application process.
Basin Conditions: George Lazorchick reported that through the
end of June rainfall was a little below normal.
Streamflow is still normal. The
groundwater
level is declining; however, it was above normal, now it is in the
normal
range. During the first 19 days of July
precipitation has been above normal and has put streamflows above
normal and
reservoirs are full. We are in good
shape.
New Business:
Betty
Conner attended SRBC’s meeting to present a draft of their Groundwater
Management Plan on July 15 in Harrisburg. It is really a framework to look at
Groundwater Management in the Susquehanna
Basin. The
draft was released for public review and
comment. The Commission is open for
comments. Walter Lyon suggested that the
Board prepare and submit comments.
It was suggested that the Board
consider setting advanced dates
for the next year of meetings so that it would be on members’
schedules, and
hopefully will promote better attendance.
The group discussed possible dates and agreed to set: the 4th
Tuesday of every other month starting with the CRWB
Annual Meeting in September 2004.
